A monthly budget asks you to plan a month you have not been paid for yet. If your money arrives fortnightly, the plan and the paycheck never line up, and the gap between them is where the overspending lives.
A block per pay period asks a smaller and answerable question: what has to come out of this paycheck before the next one arrives. Bills go in by due date, and what is left is what is left.
